The federal government has decided to implement a new system for pilgrim group organizers starting January 1, 2026, aimed at improving the security and travel experience of Pakistani pilgrims visiting Iran and Iraq.
The decision was taken during a high-level meeting of the special task force formed to resolve the problems faced by pilgrims, chaired by Interior Minister Mohsin Naqvi. The task force, established on the directive of Prime Minister Shehbaz Sharif, also included Federal Ministers Sardar Yousuf, Chaudhry Salik Hussain, and Minister of State Talal Chaudhry.
Interior Minister Naqvi stressed that ensuring the safety and convenience of pilgrims is a top priority for the government. “We are committed to protecting our pilgrims from all kinds of troubles, whether it be logistical hurdles or illegal exploitation,” he said.
Key decisions:
-
New organizer system from January 1:
A new Group Organizer System will be implemented from January 1, 2026, replacing the traditional Salar system. Pilgrims will only be allowed to travel through registered group organizers, ensuring better coordination, accountability, and security. -
Special flights for Arbaeen:
Civil Aviation authorities informed the task force that 107 special flights will be operated to Iraq for the upcoming Arbaeen pilgrimage. Additionally, the number of weekly flights to Iran has been increased from 6 to 15, with further increases under consideration. -
Crackdown on illegal travel:
The Interior Ministry directed strict action against illegal activities being carried out under the guise of pilgrimage travel. “Those attempting to use religious travel as cover for unlawful movement will face legal consequences,” Naqvi warned. -
Registration of group organizers:
So far, 1,413 applications have been received for the registration of group organizers. The verification and screening process is currently underway. -
Review of land travel routes:
It was decided that land route travel for Arbaeen will be reviewed after Ashura (10th Muharram). A final decision will be based on the updated regional security situation. -
Future ferry service considered:
The task force also discussed the possibility of launching a ferry service for pilgrims in the future to further ease and secure travel between Pakistan, Iran, and Iraq.
The introduction of the group organizer system marks a significant policy shift, aiming to bring greater regulation and safety to pilgrimage operations. Once in effect, all travel for religious purposes to Iran and Iraq will be handled through verified organizers, with the Salar structure being phased out entirely.
