The government of Pakistan is finalizing a new policy regulating tinted vehicle windows, which could soon allow citizens to obtain legal permits.
The Ministry of Interior has prepared a draft titled “Policy/SOPs for Tinted Glass Permit 2025” and sent it to the Ministry of Law for review.

The initiative follows recommendations made by the Senate Standing Committee, which called for a structured system to regulate tinted windows.
Medical and security reasons
Under the proposed policy, citizens may be allowed to tint their vehicle windows under specific circumstances. Tinted windows will be permitted primarily for medical reasons and security concerns.
Individuals who meet these criteria will be able to apply for official permits once the policy is approved.
The draft policy also addresses vehicles that come with tinted windows directly from manufacturers. According to the proposal, special permits will be issued for vehicles with factory-installed tinted glass.
This measure aims to create a clear legal framework for vehicles that already have tinted windows as part of their original design.
Officials say the issuance of tinted glass permits could also generate additional revenue for the government. Permit fees collected from applicants will contribute to government income while ensuring better regulation and documentation of tinted vehicles.
The Ministry of Interior has sent the draft policy to the Ministry of Law for legal review, sources confirmed. After the legal review process is completed, the policy will move to the next stage of approval.
Senate committee to review policy
Once consultations with stakeholders are completed, the policy will be presented to the Senate Standing Committee. Lawmakers will review the proposal and provide recommendations before final approval.
After final approval, citizens will be able to legally obtain permits for tinted vehicle windows under the new framework.
The proposed policy aims to balance security regulations, citizen needs, and government oversight, while also addressing long-standing confusion surrounding tinted glass rules in Pakistan.
