The Faizabad Dharna Commission has completed its investigation and prepared its final report, sources reveal, adding that commission Chairman Akhtar Ali Shah has submitted the report to the Cabinet Division.
According to sources, the commission's report includes statements from 27 key figures and recommends action against several personalities deemed responsible for the mishandling of the sit-in. The commission has also identified those accountable for the failure to effectively manage the protest.
The final report of the commission also contains various recommendations aimed at preventing similar incidents in the future, sources disclose. It says that all decisions related to the sit-in were primarily made by the chief executive on behalf of the provincial government.

Sources say that reports from intelligence agencies, including the Intelligence Bureau (IB), police, Pakistan Electronic Media Regulatory Authority (PEMRA), Pakistan Telecommunication Authority (PTA), Federal Investigation Agency (FIA), and Counter-Terrorism Department (CTD), have been incorporated into the commission's findings.
Furthermore, reports from the government and Special Branch have also been included in the commission report. The commission has reportedly recorded statements from several retired military and civilian officers as part of its investigation process.
It is expected that the federal government will submit the report to the Supreme Court.

On November 15, the federal government had constituted an inquiry commission on the Tehreek-e-Labbaik Pakistan’s sit-in of 2017 at Faizabad in Rawalpindi. According to a notification, the commission, created under the Inquiry Commission Act, would be headed by retired inspector general of police (IGP) Akhtar Ali Shah. Former IGP Tahir Alam Khan and Additional Interior Secretary Khushal Khan will be its members.
Commission's terms of reference
The federal cabinet also approved the detailed terms of reference (TOR) of the commission, while later its gazette notification was also issued. The commission will function under 10 TORs, will investigate the illegal funds received by the TLP and suggest action to be taken against those responsible.
Under the TOR, the commission will complete its inquiry in two months and submit a report to the federal government. It will also determine the violation of the PEMRA code of conduct during the sit-in. It will examine whether a public office holder violated the law or not. The commission will also determine the government officers and secret agencies involved.

It will also decide about departmental action against intelligence agencies and government officials. It will also suggest action against those spreading hate speech and inciting terrorism. Provincial and federal governments will be bound to assists the commission, as per the TOR.
The commission secretariat will be in Islamabad and its expenses will be borne by the federal government. If it requires time beyond two months, it will ask the federal government, the TOR added.
